Technically, there are no AM3+ or FM1 boards out there.
The current AM3+ boards are merely bolt on upgrades to the existing 800 series chipsets. The new chipset that is meant for BD is the 900 series chipset, which has also yet to be released.
Both will be released on June, according to most sources.

Will there be unlocked LIano CPU's? Otherwise I guess they should be oc'able via ref HT as usual, just like the bobcat's.
the P editions definitely give off some indication that more performance will be there for those who want a fun machine.
i would love to know if you could buy a cheap duel core with 160SPs and unlock the whole thing into a quad 400SP chip

You can't do that.
It's the same as Athlon II dual and quad cores. Native dual or native quad(3 cores are possible). Also different gpu cores:
160SP (HD6000 caicos core)
320-400SP (HD5000 redwood core)
