As long as you design an efficient shroud, pull through is what I'd recommend. It's what's used in most professional systems I've seen, and if it's good enough for them, chances are it is for us too .

12 fans is gonna make for an impressively loud system; are you considering any kind of voltage/rpm control/sound dampening?

Checkout the picture below...this is what my plan is for the installation of the fans. The picture doesn't show the aluminum shroud that will be fabricated for mounting the fans. Which air direction is better? Air being pulled through the coils or air being blown through the coils? I think it doesn't matter which direction....what do you think?
It absoultely does matter which direction you flow. What I meant is that you should put the fans on the face the way you have them and that they should pull the air through the coils (not blow). Doing it that way will be best for the temperature changes that happen in the refrigerant during the condensing process (de-superheating, condensing, subcooling). It will also be better to pull for airflow distribution.

I'd space them away from the condenser coils more and get more uniform airflow, but it kind of all depends on how you will make the shroud.
You see what you did there? You got between me and the coffee, now this creates a SITUATION!

The material for HX housing is made of Delrin and then, coated with a rubberized spray to seal all cracks. I also think this will be the first high pressure liquid chiller and I hope everything goes well with all connections or it could be a real disaster.

I've been busy with building the cooling chamber....this thing is lot of work to make air tight and insulate to maintain low temperature. But it should function as planned and look good as well. I don't think you guys have ever seen a design like this before...you will be surprised of how it is assembled! I will post pics in a few days.

I'm also working on making the high pressure liquid blocks. Below is a few pics of my design and the testing stage of how the liquid flows through the maze. I'm not sure if someone has claimed the name or not....but, I call it the "CrossFlow Block". The liquid moves very fast through the block, as you can see in the pictures.

i have a feeling he is going to use either steelbraided hose or copper pipe, no way those hoses will hold 150 psi, most rubber air hoses only hold up to 120psi

The top plate is 1/8" thick copper and will be brazed with 56% silver solder...I think it will hold The plastic tubing is just for the test setup to see flow of liquid through the maze at approxmately 15 psi. The finish tubing for the block will be made from stainless and brazed. Once all connections are completed, I will start testing under high pressures.

Amazing work! I can't wait until this is finished. I'd also recommend getting a steel braided hose for those high pressures; I don't think normal tubing will hold.
