Did you charge the unit with refrigerant after vacuuming and the like?
By simple geuss the one with LRA31 should be a much larger compressor.

Not sure. But I did vacum the system then charged it with 22 should I have used liquid or vapor?

I did both. I have about 4-5 feet of suction, and about 9 of cap tube .031 coming from condensor.

Also I only ran it up to about 90psig.

Should I have ran the cap tube inside the suction line?

    I didn't install a low side shrader.

Also on my last few try's the compressor was getting very hot. I think I may have used to big of a condensor coil.

LRA don't mean much ,need compressor specs

Lra is just so you wire and fuse it correctly. That is the maximum amps its can draw under any condition(usually locked rotor) but I seen rotors not locked and the lra was reached.
    The Laws of Thermodynamics say:

Zeroth Law: "You must play the game."
    First Law: "You can't win."
Second Law: "You can't break even."
Third Law: "You can't quit the game."

Do you wanna Play Thermodynamics ???????? I forgot "you must"

Maybe some pics. And install that low side access valve ASAP. Can't diagnose system properly without it unless it is real production model and there is enough datasample to go by.

You won't be able to completely charge the system like that. Static charge (with the compressor off) is not enough.
A second service nipple is only a dollar or two.

Yep, you have to install a low side schrader. The static charge to bottle pressure usually isn't enough to make the evap freeze. Therefore you have to add more refrigerant truogh the low side while the cooler is running (because the pressure on low side will be much lower than bottle pressure it will suck the refrigerant into the system).
