Did you unplug all your drives and pull all the other cards?Symptoms: No POST, just power on, then powers itself off, then powers itself on, but never posts. Since the machine does get past the self-test, I never see anything on the screen. . . .
Be sure the BIOS jumper is on the right pins if you had moved it to clear the BIOS.
Try moving your video card to the other slot. Make sure video card power is connected/reseat.
Try reseating the power cables to the mb.
Try a different video card.
Try another power supply if you have one.
With all that done and it still wont boot in min config, it could be the board is dead. Could be CPU, but I doubt it.
