How Does The CPU Multiplier Work

This was asked in another forum...and I can not remember correctly and I do not have any of my computer books anymore...but please correct me if I am wrong...the multiplier controls the CPU clock cycles...so when say you set the multiplier to 10, that is the maxium clock cycles it will cycle through right?

Just wanted to make sure I remember correctly before posting...

Correct....clock rate, as measured in clock cycles per second.
I hate to advocate drugs, alcohol, violence, or insanity to anyone, but they've always worked for me.
