Back in DDR2 I had bad experience with Patriot Viper, they didn't clock at all. Maybe more ppl have those memories about it and think the DDR3 isn't any better.

Well like matose said PCS are mostly just able to meet their specifications. In your case that's 1150 so if you're a bit lucky 1200 could be possible.
