i bought a cheapo netbook which has this CPU clocked at 248Mhz. In specs it sais that it can run 400mhz. Can anyone help me how i can OC this CPU on a windows CE ?

Well the problem with your idea is that the peltier would be actually used to cool the hot air produced by the components, and i would need a huge amount of TECs to cool everything down... I think...

Yes because a pile of dry ice doesnt have enogh surface to cool tha air down... Thats why i need to find some kind of a cheapo HS that has many Fins and a large surface...

Well the point is not always you have the time and space to setup a watercooled loop... This would be great for some OC competitions when you aircool your GPU...

Yes it has a better access time, but seagate has read/write performance about 30-50mb better depending on test so i dont know it the access time is such a advantage...
