A lot of the reviews with water cooling (at least on youtube) didn't push anything beyond stock voltage as AMD claimed that it's the max...

I ended up RMA'ing my MSI 1080 b/c of a strange decrease in performance after initial benchmarking & unusually high temps.
I ended up getting the Zotact WC'd variant & I can break 2200, no sweat....
