Forgot about the 7870? That's a hell of a card and costs a lot less than 680/79x0.

It's better as a process, but way harder to implement, so you keep delaying, and it ends as..... Intel on 22 nm vs AMD on 32 nm SOI.
Or, to say it other way: You need more people to implement SOI...

The PCI-E outputs a maximum of 150W, that's why high end cards have the additional 6/8 pin connectors.
Sub 300W is for the card to be PCI-E compliant, don't know how Nvidia will handle going over...
