The C1 error is memory related. This board has a horrid vDimm vdrop of .1v. The board likes to reset to default vdimm of 1.8v which is really 1.7v when measured by a DMM. This makes it really hard...
The RT/EN pin is OCP. Find which resistor is connected to it. You can shade it with a pencil to lower the resistance.
Typical FB mod. Measure the resistance of FB (pin 6). Use a VR(potentiometer) ~20 times the resistance.
Is this IC on the 480?
What are the #'s off it? Looks like it says ADT7478?
