I can't see the bend in your picture and the hi-res link is broken....
Instead of vinegar which is questionable, try boiling water adding it to the rad, shake and repeat. Make sure to flush with distilled....
With your setup(CPU only/HK), go with the MCP655. If you plan on adding more blocks in the future go with MCP355/EK V2 top.
