15% higher IPC? Where do you get that number from? Ryzen is nearly on par per clock if you take gaming out of the equation. 5% IPC average would be my guess.

Some people have unrealistic overclocking expectations for Ryzen, IMHO.

I really hope you are right. I'm with you on the 10-15% single core performance loss. If Ryzen 8C/16T is ~10% behind Intel in single threaded applications I'm going back to AMD.

No, it is not. If a core can make 5000Mhz, it also does 4900Mhz...
So, if you have 100 CPUs, 74 of them will do 4900Mhz. Of those 74 CPUs, 56 will do 5000Mhz... and 26 from those 56 will do 5100Mhz...
