Well, if users had arrays of 7990 (etc,) they can be sold off as gaming cards, or they could start mining on another server. They still have their hardware, the value of it did not suddenly go to 0.

Why were people putting their entire livlihood into a digital currency, some of whom no doubt paid little attention to the finer details? It's no better than investing heavily into the stock market....

I disagree. HWBot made the rule around the fact that the option to disable Tess is in the AMD-released driver control panel. It's an OFFICIAL option, therefore cannot be excluded. nVidia cards...

Disabled Tesselation is allowed via HWBot rules, but Futuremark HOF rules require Tess to be enabled. :)

Can't adjust ATI LOD with Rivatuner. Riva is very nearly an nVidia tool. SetLOD works for ATI. Coded and released by Elmor (AFAIK)

The chips have been held back due to lack of competition. They were ready to go for Christmas 2012 (wait...that's not quite a year, but by launch it will be 9 months.) We will see when they launch :)...
