I am no expert but I have built my own phase.
But a 1/8hp? seems small. Try 1/4 or 1/3 hp.

Although I can change clock speeds just fine voltages do not change. When gaming I have the same voltage as you (1.125) yet its not in ANY register, GPU or VTT.

As long as it cools the voltage regulators well. When I overclock my 5870 its the voltage regulators and not the gpu temp that limit me.
