Ran. 2 x 290x no issues yesterday. Can you try disabling ulps so cards don't auto throttle slot speed and power. Maybe driver or Windows issue

its because the RTL on auto will set to tight at CL7 tWCL7 you can see already at CL8 tWCL7 it is 38 39 4 4

Maybe you can play with dram training threshold value to loosen rtl automatically or you...

Start again using 125 BCLK divider, then you can run you memory at 3000mhz easily. Using a lower multiplier on the CPU may allow you to lower voltage a tad as well. ...
