CPU-Z does not probe or read cache associativity so it could be a flaw in the software.
Sure AMD can do something like sub 1 W x86 cores, but for the same power envelope and transistor budget the ARM variant would be miles faster. Or similarly performing ARM variant would be cheaper to...
x86 can never be as efficient as ARM is due to the simple nature of the instruction sets. ARM is just far more suitable and simpler for low-power stuff with less transistors. The ISA alone is enough...

Based on my experience architecture specific optimizations do very little for performance. Sometimes performance just increases without the flag. And -O3 can be slower than -O2 in certain conditions...
Please note that GCC is much better optimized for x86 than for ARM. And unless full optimization flags were used, it shouldn't make too much difference.
AMD will focus less on CPUs itself and more on platforms during the upcoming years. Dell sells platforms. Having a superior platform built in-house could.. make tons of money. ;)
