I have the True550. It has a strong 12v rail, but the 5v rail is little low...or lower than I would like at 4.9-4.97.

Yes, the grabbers will work,,but of course, you need to solder your resistors to the grabbers.
I recommend also using some nice solid wire as well, to run from the grabber to a resistor.

Would using a small rad (80mm) for the vid card with its own sep pump, and a larger rad for the cpu with its own pump, lower the water temps versus running both blocks off the same pump and rad?

With most GF4 cards, the big boost for scores and performance comes with the mem o/c.
Although you are using the Thermaltake mod, you still need a fan blowing across the ram sinks. Either a 80 or...
