Likely culprits:
- Lack of flow, ensure everything is pumping well.
- Bad mount.
- Bad Intel TIM between the die and IHS (most likely).
What program are you using? I expect software issue or the bottleneck isn't the CPU. I use Handbrake or ConvertXtoDVD which have no issues (nearly) fully loading 12 threads.
