Tho the circuits provide a path for more current at low temp. The transistors are able to switch with lower demand. That is why we have this effect.
Unless the conducter has a negative thermal coefficient. Lower Temp. = Lower resistance = More current. And even if the circuit is a NTC Lower resistance = more current. It would just change that...

AMD is expecting at least 10-15% increase at core level alone. Thats not including the higher clock speeds so if they can hit the goal. Piledriver might at least get them back on track.
