4ghz prime stable is going to be a hell of a feat without subambient cooling. My e6400 will only do 3.88ghz prime, but i have pi shots up to 4.16ghz. dual 32m @ 4ghz and 1.58v with a storm, mcp655...

like my L628B194 from nemisis's fry's batch, that is the highest water cooled e6400 that i've seen. 4.23ghz. benchable @ 4.12ghz. There are good weeks/steppings and there are bad ones. Its not 100%...
