Is the board a "dual-channel" memory board? Some older boards do not support dual-channel even though they do use/have two or four memory slots.

It has to be the CPU. Sorry for the bad news...two different boards and same result it's an indication of a bad memory controller. Just get a G530 to test it out.
It may be a bad memory controller on your CPU. It went bad. I'd bet if you try a different CPU, your full 16GB will be detected. Buy a cheapy Celeron G530 just for this purpose.
