Probably. Anyways, there is just too much variables and unknowns so far to tell if the tim issue is resolved or improved.
Look at how ivy bridge power consumption scales with frequency alone. If haswell is similar, that 3ghz is significant.

I have a 3570k. Its not delidded, it idles cooler than this haswell sample.

While 1 isnt enough, you dont need 3 HD7970s to equal the HD5970s, 2 is enough. So you wont loose the use of your soundcard.

Weird, upscaling 2560x1440, might aswell use 1920x1080. You get higher fps, and a sharper image since you can use 4 pixels as 1.

I dont know what HD9000 series would be, but HD8000 series is still GCN like the gpu in PS4. Maybe HD9000 series will be GCN2 with alot of similarities with GCN(1), and GCN(lower end gpus)
