You can install the latest version of ntune on Intel mobos. I use it to control the 8800GTX fan speed on my P5W DH mobo.
You can also use ATi tool to overclock and test the card.

You probably need to manually set the cpu:ram divider in the BIOS to make the ram run at 800Mhz.
At stock cpu speed (266fsb) a basic 1:1 divider (266:266) will set your ram at 266, which is DDR...
Those temps seem a bit high to me. I have an E6600 + P5W and my temps at 3.2Ghz are better than yours at stock. I'm using a TT Blue Orb II HSF.

You probably need to raise the vdimm too. What ram are you using?
You won't get very far without raising the vcore and vdimm.
I think you'll still need to raise your vcore to 1.35v to get much higher than 320
Your ram should have worked at 1:1 320fsb (640Mhz), unless it's 533Mhz?

If you're confined to €900, you might have to get a slower cpu (E6300) and clock it to E6600 or higher. Then you can get a decent gfx card too.

I think you misread the manual. It does not say that you're not to connect the HSF to the 4-pin CPU header, it says you should attach the Chassis fan to one of the PWR/CHA headers, and add a second...
