You have to have a 4-pin pwm fan connected to the 'CPU_Fan' plug on the motherboard to regulate the fan. You might try a 'Fanmate' and connect to your power supply or get use to the hurricane!

You need to plug it into your motherboard and then it should power on. It has nothing to power up as you describe. Sometimes it is the simple things that piss us off.
