What CPU cooler you using? Either it isn't up to the task for the 5900X or it's not seated well on the chip.
Don't set all an core ratio. Just use the built in OC behavior but lower the volts or...
Yes, AMD is best right now for perf per $.
If you can manage to find a 5900X in stock then get it.
Or if you're looking to save some $ and go last gen then get a 3900X.
RAM go for 3200 C14...
Also, look for a setting for "Boot DRAM Voltage" or something like that as well. Sometimes you have to set that .01v or .02v above recommended voltage for the speed you want to run or it doesn't...
