37-38 is the lowest I could get the MSI board to train, anything lower set in directly or via RTL compensations would not POST.

Unless you run tWCL 8 or lower, CL8 is CL12 "for real" :)
Could there a superloose subtiming or special option for raw freqs in the BIOS, which renders the CL value you set in by hand irrelevant?

Lots of options. Most likely are Micron D9QBJ or Samsung 4Gbit B-rev, but they can also be Hynix/Samsung 2Gbit or (extremely unlikely) Hynix 4Gbit MFR.
