Yes ALL QX9650 are unlocked , the normal Q9650 are locked @ 9 ( u can set it lower but not higher )

Default multi ( auto ) = cold boot ok
Manual set it @ 9 = cold boot error
Manual set lower/higher = cold boot error

If u got a QX u have no locked multi ,thats why they are so expensive ( i can...

Strange i did it also ( a time ago ) and everything was fine , its sound stupid but remove cpu and install it again , u never know.
