With a 5960X overclocked with over 1.25Vcore and fully loaded, it's a good idea to use both the 8 pin and 4 pin.
Check the POST code it hangs on then report back. likely need to tune VCCSA, DRAM voltage and change FAST BOOT settings to store "good" DRAM training to NVRAM.

More likely the CPU. We don't always get what we want frequency wise from a CPU in all applications. Looking at the voltages being used that CPU is being hammered with all sorts.

Check event viewer for error logs when the resets occur.
Set Q-Fan control to disabled on the header the pump is connected to. This will run the pump at full speed. Make sure you are not using the pump with a fan on the CPU and CPU OPT headers (if the pump...

Try the following:
1) Disable anti-surge in UEFI. See if that affects anything.
2)If number one does not help: Re-seat CPU. Try again. See what the OS shows in event viewer error logs.

If its freezing in UEFI it's unstable. Are you loading XMP or configuring DRAM settings yourself? XMP should show 1.35V on auto when it is applied and the system has been reBOOTed.
