Check temps and make sure the pump is spinning at full speed. That's all the debugging I can help you with from here.

I think it is your ram. break it down to one stick of ram installed closest to the rear panel.
Test each stick
Set Q-Fan control to disabled on the header the pump is connected to. This will run the pump at full speed. Make sure you are not using the pump with a fan on the CPU and CPU OPT headers (if the pump is on the OPT header).
As you are already passing Memtest with quad channel, I think it will be tough for you to nail down any memory instability with a single module.

Try like Raja said, use only 1 stick of ram, drop the speed down to 2133.
AND.. maybe try vmem at 1.3v, that isn't to high I think, just because ddr4 is spec'ed at 1.2v, doesn't mean it prefers it, it'll probably need more for 2800mhz anyways.
1.35v is probably the starting point I would think...
One more thing, if you installed windows or whatever os you have while you were unstable, you might not beable to get it stable afterwards even if you fix the bios settings.
Always start low and safe, verify it's stable before you clock up.
Anyways listen to these guys here, they can probably help you sort it out but you have to actually listen.
2800mhz mem isn't stock you know..., even if the ram is rated for it.
Check event viewer for error logs when the resets occur.

I seem to have a very good 5820k on a X99 deluxe, can boot and windows stable at 4.9-5ghz and games for hours at 4.8ghz (even IBT stable for 10 passes of very high) but it crashes in realbench and x264 stress test at 4.7ghz. This is a problem for me because I upgraded largely to do x264 encoding lol.
I keep getting 124 and 101 BSODs which are usually vcore, but I truly don't believe it is because there is no difference between 1.32 and 1.4v for stability. Maybe a little more vcore helps slightly. Here are my settings that I cannot get stable:
4.7ghz
1.3 - 1.4v
PCHIO 1.625
VCCIO 1.2
CPU Cache 1.23125
pch core 1.2
vccio cpu 1.2
CPU Input voltage: 2.15
Optimized cpu phase power control
140% cpu current capability

Have tried with LLC on auto as well as manually levels 8 and 9, seems to make no difference.
Temps are great, have a nice water setup. Never hits 80c in x264 or realbench.
VRM temps are getting hot, around 78-80c.
I am totally out of ideas, is it the board? Should I return it and get the Rampage? I really want 4.8ghz stable for 24/7 use.

More likely the CPU. We don't always get what we want frequency wise from a CPU in all applications. Looking at the voltages being used that CPU is being hammered with all sorts.
Do you really need VCCIN at 2.15 for example?
Probably needs more Vcore for encoding - up to you of you want to do that. Personally I'd run the CPU where it's comfortable and not stretch it too far.
