Sky said that timing latency in new GTX 770 rams aren't the same. So according to him, it's not possible to only play on frequencies to compare this 2 cards.
sure it is, your timings will be slightly different but ram timings on GPU's are not a huge difference, and if you're worried about it you can do some bandwidth testing to find the point where they match up, which will be about 50-100mhz difference in this case.

I don't get the point of testing 680s and 770s at the same speed. Not like anyone will down clock 770s, and it's the same chip. Power usually gets better as revisions climb, but I'm sure there's no appreciable performance difference in the two chips.
The 480s dasa has are a good example, the launch chips were much hotter/more power hungry than the last ones sold.
You are speaking about ram, he's speaking about core speed.. its not like 7GBS will make an huge difference, put an EVGA FTW 680 who run at 1186mhhz vs the 770.. you will get some surprise.
And im sorry outside TPu who get totally incorrect TDP data ( lower of the 680, lol ), all sites are reporting a 20W increase, this in paar with the clock speed of the 680 overclocked to the 770 speed level. ( If Nvidia have set the TDP limit to 230w instead of 195w for the 680 they was a reason ).
