I think it's a bios limit put on the card just like the 3850 and 3870.
AMD's point this go around is to make the difference between the 4850 and 4870 larger than it was with the 3850 and 3870, thus they make it to where you can't overclock the 4850 as much.
I'm pretty sure a BIOS editor will come out soon enough to remove the BIOS lock though.
Problem solved... 720 tested, gonna bump up and test some more!!!! more info shortly( an hour or so.)

I found the 3d clock values with hexedit and edited the bios but it would not work above 700mhz..even with 740mhz flash it defaulted to 700mhz in windows.
Did you disable the overdrive in your control center?
me? no I left it on....

nope not a joke. I'm somewhat noobish with this, I always used software like rivatuner before.

But here your CCC force your card to run @700mhz, you just have to click below the padlock to disable the overdrive and test with GPU-Z 0.24 (maybe you'd need to reboot)
The long and the short story is, the bios can be modded. I had 800/1100 up and running. problem is my fix does away with powerplay. which is definitely not advisable on a daily use rig. I was hoping not to run into issues but the last two hours has been crash after crash. some I believe were system tweaks but most were the rersult of the cards trying to use powerplay settings which don't exist anymore. I would not want anyone to brick their new card following my advice. so I am continuing testing. I feel the answer is going to lie in software because the bios route is too Xtreme for most people. there does not seem to be a lock of any kind as the benches were able to complete, however when the bench is over the screen gets corruption ( it goes away with a reboot). so it is not the final solution I was hoping for.
at 750 however is another story. It seems to do well with 750 (maybe 800 is just too high for 2-d). more info to come, I won't leave you guys in the dark, however I don't want people killing great cards on my advice. it is 8pm my time by 9pm (1 HR ..lol) I will post up more.

i got my 4850 clocked to over 700mhz turns out the ccc was forcing it to 700mhz so I just disabled overdrive, now currently at 740mhz 1.23v

What tool did you use to edit your bios? I'm new with ATI cards :p:
i used a hex editor. check the bios section for more info
Also guys I am running 64bit windows Vista and I can't get Rvia Tuner working or the fan speeds going can anyone help me with that??? How do I turn the fans up on these cards??? P.S. my sig is completely out of date..
A VF700 is enough for this card?!?! time to canabalize my 7600GT. Will have to buy lots of ram sinks though I assume for all of the stuff.

Got my Sapphire 4850 yesterday, the temps freak me out :( Is the GPU-Z is accurate on the temps of our 4850? Im idling @ 78deg while my load is 82deg. Another question, does the Zalman GV1000 is perfectly fit on 4850?
