I was 11.4xx with a 3.9Ghz quad (488Mhz), and 4-3-3-12 timings..let me dig up the SS

There's nothing hard about that.
Lets take "performance points" for reference (spi1M time x CPU MHz).
I'll point out that Super Pi "performance" depends on OS(XP usually faster than Vista etc); ram speed/timings; FSB; services/programs/processes etc; chipset; HDD etc.
A "normal" 24/7 45nm+DDR2@CL4 system does ~46500pp. When we want 11,549sec, then 46500:11,549=4026MHz
A little bit "lited" XP with less background processed does below 46000pp (my P35+E8500+DDR2@CL4 did 45800pp 24/7).
Example: 45900:11,549=3974MHz
Well-tweaked systems can do even below 45000pp (high-end extreme tweakers can do even below 44000pp). That means fresh OS (usually lited), only essential services + "OS tweaks", real tight ram timings etc etc etc.
Example: 44500:11,549=3853MHz
Commonly DDR3 is a little bit slower in 24/7 spi1M (because of timings). I'd say around ~47000pp or worse.
Example: 47100:11,549=4078MHz
It's simple math :) Just multiply Your CPU MHz with time so You'll see how Your system performs.
7-6-5 1880MHz DDR3 for 24/7 is really good and should do below 46500pp easily. If it can't, then You'll have to look whats "bottle-necking" Your system. Probably old OS, full of "crap" etc. You can see a little boost when You close all "unnecessary" processes in TaskManager, set affinity to one core and use RealTime ;)

I run it at diagnostic mode,set affinity to cpu 1,and SP to realtime... Fresh install of windows XP SP1,no drivers for chipset,gpu...
I'm using black ops with gts memory chips
Timings was 7-6-5-15-52,Performance level was 6,twr 20,twtr 16,trrd 5,trtp 5...

Just serving a super light XP with almost "0" background activity helps a lot...

quake6, that's almost OK, tho I would have quessed with these timings and "tweaks" it performs below 46000pp.
Try to boot with 398FSB and use SetFSB in win to go the same clock :P
I use 183MB XP install CD for benching in 36GB Raptor :D The memory usage is 26MB and only 1 service running :D

I just dont know where I'm making mistakes for SUB 4ghz... Sub timings are also quite tight,memory is working at 2.3v and that is enough for very tight sub tim.,and in task manager I turn everything that I can,I have only 6 (i think it is 6) process in it

if you try 8mb or 16 or 32 ddr3 own!

Usually Gigabyte<Asus<DFI with same chipset.
11,2xx @ 4GHz is very doable with any Intel chipset and prepenryn BIOS ;)
And could somebody say where I'm mistaking? I did nlite XP,fresh install again and it's the same...
u may try a some lower memory timing . this may help . As said above DDR3 is not good for 1MB but if u try 32mb 16 or even 8 mb your result will be far better

I have to take of 7s for 32m... I use maxmem 512,no PF,waza size 480mb,single file size 128kb and no CDT...

At 3.8Ghz, my 24/7, I'm around 12.3-12.4 but thats with PC6400 ram and auto timings.

1012mhz, 5-5-5-15 (I know, not the best, read on)
XP 32bit
8 processes not including superpi (only two less than usual, ended explorer)
2 services total (usually i run 4 (including Themes!), these last two: RPC, PnP cannot be disabled)
Tried setting affinity, changing priority... doesn't seem to do much.
Still can't get under 13seconds. About 13.2xx every time.
Is it some 'strap' thing?
Whats the rest of your setup? performance level? mobo?

Your settings considered, particularly ram timings, your time doesn't seem too bad. Also, it's a conroe G0, so it's just not as efficient as a wolfdale or bloomfield.
You could probably get a few tenths shaved off by upping your Performance Level. It can be a pain to get stable though.
Edit: I did bench a G0 conroe at nearly the same settings.

I ran the test with affinity set to one CPU and in realtime mode. My OS is Windows Vista Ultimate 32-bit.
Could the poor result be happening due to the 4MB of cache per CPU, vs. 6MB for some of the better results?
I do have a bunch of services running, but it's hard to imagine that being more than a 20% effect at the absolute maximum.
I know my memory timings are a little off. I've had trouble getting the numbers where they should be (the chips are spec'd at 5-5-5-15). My motherboard is a Gigabyte GA-P35-DS3P. Again though, this doesn't seem like a big enough difference to account for my results.
I have speedstep enabled, but it kicks up to 2400 MHz after only about 3 seconds. If I disable speedstep, the overall result only improves by about 1 sec.
vista and speedstep is a mistake for superpi
4mb is also slower than 6mb , best you can get with 4mb is somewhere in 50500 pp
