The reason you can't OC those cards too high, is quite simple; the bios has a lock mechanism that prevents it from pushing it too high. 858.3 to be exact.
This is some of the reasons folks will notice that when they try to push the cards too high, their software will only read the threshold from the bios.
The cards HD 2900 XT will be offered at a stocked speed of 825/1100. Only few vendors in North America will have these awesome creatures.
