Well I'm not the most informed in Intel, but I think that's speedstep, and is AI Booster who's showing the wrong info.
Not totally sure, but from what I've read, speedstep lowers the multiplier when the cpu is not in use. So try to validate with CPU-Z when priming or doing a 32M, so it'll show the correct speed.
