Hmm yeah, Hyper, PSC and Hynix etc can all degrade.

As far as this thread goes, I ran 2.2v 24/7 on D9 GTS for months up to 2.4v benching.

So potentially every DDR3 chips could degrade. How? High voltages for long periods? Also excessive overclock or is it a problem related to voltage only?

I have read that it is better to test "cold booted" PC (especially with respect to memories), why?

Combination of heat, high voltages and excessive overclocks kill parts, more voltages than overclocks or heat usually, and what is safe usually depends on the specific IC.
