the ram pictured in that link is either infineon or mosel vitelic.

you can tell that by pin1 marking (circle in the corner of the ic). its a bit moved from the corner, typical for infineon/mosel.

also, on samsung, 4 dots on the side are positioned in a different way:

Well, it seems that the time for cheap UTT has passed. :(

ATM I can't find a single manufacturer that still produces modules with dirt cheap UTT chips on them. There are still the big names like Corsair, OCZ or Mushkin (and the ones that i forgot to mention) that still have UTT based sticks in their lineup, but those are definately not cheap. Besides this fact, there's still plenty of Winbond based RAM available on eBay. ;)

uses UTT BH, its the stuff that didnt make the Geil one W line, so shouldnt do 250 2-2-2-5 @ 3.4v.

but it will prolly reach 250 ish on 3.6v

that circle in the corner of the ic different on hynix ic's so i doubt it. (if you're reffering to these)
