Rainmeter w/ loads of skins. Everything can be scripted, and it is rather easy to comprehend it. Just install rainmeter, and try out the standard enigma skin. Examine it, play around, and then use deviantART to get other elements - and mix them.
Some tabs open, with a skin setting.
