Base ISO (LX5 photo would look cleaner probably), 30 sec exposure, F8 (which is around F32 in this case, it has 4.4x multi), I guess shot in RAW and then maybe fake HDR via pushing RAW +/- 1eV (it works somewhat ok for LX3).
Colors look quite natural, at least Panasonic usually looks like that, maybe LX2 was special in this.. dunno.
You dont need 10 grand camera, you can do vertoramas or simply blend multiple photos to get similar results, just using medium format is easier (though definetly not cheaper). Film has some advantage, especially large format.
I guess you could do similar photos with MF film camera and good scanner too, it will have less resolution, but final look will be pretty much same. And its way cheaper than digital. :)

Weevil, if that was real Freelensing (Or TS, whatever you want to call it), wouldn't the building me out of focus?
The program I use to make that http://tiltshiftmaker.com/ lets me choose where to line up the focal point, and how wide to make it. The trick is finding the right photo to use, and where to line it up.

Thats a road thats been torn up before being paved over... No tilt shift or effects of any kind. I edited it over a year ago, but it was probably only unsharp mask, saturation, and auto levels.

All the white you see, content aware filled in. Use the lasso tool, circle the area you want filled, overlap the area a little bit so it knows what color to use. I filled this one, one area at a time, don't try to do it all at once or your whole picture will look the same lol.
