Therefor, it seems to me that a flat base, or even a slightly convex base should work just fine for the average Joe with an unlapped IHS. If the WB base is tweaked to a concave state just slightly during installation (at this point, I'd say it would have to be slightly overtorqued) you'd have near perfect mating between the convex IHS and concave base.
So why lap??
