290X almost never would sit at base state (barring terrible throttling or something). Last clocks I saw were ~960-980 on warmup and ~920 once at thermal throttle. Give it some extra fan speed (default is 34%) and it should always stay at 960-980. Give it some extra power budget and it should sit at 1000-1070 (max boost bin, might not stay there even with a giant power budget though. Stock voltages are very high for top DPM state, to accommodate for bad yield chips).
Remember that DPM states don't behave like a base/boost, it smoothly transitions inbetween states very rapidly and has the ability to scale anywhere between 300-1070, it's unlikely it would decide on 800MHz.
Edit: to above, Hawaii uses DPM states which have different voltages and clock speeds for each bin, and it decides what bin to used based on die activity, measured temperature, predicted temperature, current on rails, predicted current, VDDCI/memory power consumption, etc. to hit exactly max spec power usage (208w by default).
I'm most curious about the non-x 290 variant.
hmm so basically around 500-550€ (maybe 600) at least i hope for that... would be funny when we see 1:1 again when €/CAD is 1:1,4.

700 bucks for a R9 290X? I hope they can deliver a significant amount of performance above a 780 if that is the case. If not, Nividia will not be lowering prices on their 780 cards.
Where have you seen this price, 700$ ..? ( huum the preorder of the BF4 limited edition maybe ? )..
I like so much the Nvidia guys ( and im one before been an AMD guy ), but seriously,... AMD release a new GPU, what they think first, is " the price of Nvidia card.. " you cant fight against this, lol ...
Just for you, Nvidia will do a monstruous annonce in Montreal next week, and for tease it, they say: " this will radically change the price of the gpu market " .. maybe they will decrease the price of the 780 and Titan by 2, who know.. or maybe they will be 2x higher, who know..
( Nvidia Montreal conf is on the 16th October, the AMD launch is on the 15th .. Maybe with some luck, we will have in Montreal, Carmack, who will come praise the new low level extension for OpenGL nvAPI made by Nvidia )

They dont even got the right spec, and you think they have the right price ? Its funny because i was think he was in the nda presentation in Hawaii .. As for Pre order, you will seen all and nothing as price.. untill they got the MSRP...
( i like how the 290 have a base clock of 900mhz for a 947mhz boost, and the 2900x have a base clock of 800mhz and 1000mhz boost.. completely logic.. ) ... 44Rops.. lol
