Ok one question someone said it might be running like that because I have to many processes? But I have 48 doesn't seem that bad? And they also said to defrag my computer?

i'm telling you, the problem is your Pentium. you can struggle and struggle with this problem, but closing processes will maybe yield an extra FPS or two. you will never get high frames in a Source game with that CPU. you will probably never get high frames in any modern online shooter game if there are more than a few people on the server with that CPU.
Alright well I lowered my dxlevel on TF2 to 8 and it runs smooth so I will just keep it there :D . Save some cash and get a new build. Maybe i'll try and OC my processor.
It looks like you still have the core clocks and shader clocks linked in RivaTuner.
Uncheck the "Link Clocks" box in between the core clocks slider and the shader clocks slider. Then you you move your shader clock without moving the core clock.
