Unless this fellow is a known reputeable OverClocker, and has provided Pictures, benchmarks at slower stable speeds approaching those, and other supporting evidence you can be pretty safe in assuming fake. We've recently had a number of high 6, and 7+ ghz fakes.
Another thing to consider is it seems only the latest LGA775 chips are even coming close to that.
Again, sorry but unless this fellow has a sterling rep and/or a bunch of supporting evidence, its not going to fly... And the staff here won't verify it.

Guys, if it's your own OC what's the point? It's alot of extra work for these guys. This is for verifying questionable screenies, which if yours, of course are not.
