I think your problems is you RAM setting...I too have problem on booting at highg FSB with the same setting as yours with 1-31 BIOS....but when I switch to 11-2-2-2-2-13-15...wuus solve the stability problem...
maybe you should try that too..

9-12 is very hard on the ram.

try something liek 11-13
