Ok, let me clarify: A testing partner is a company which is paid for their services to test hardware/software compatibility and produce unbiased results based on their findings. Many hw manufacturers take their pre-production samples to such places before releasing a retail version. You don't simply fill out an application to become such an entity. These are large corporations and have been established for years. BTW, this is going to be my last comment regarding where I get my cpu's from - ever ;)
