It will be air cooled as shipped. The Gigabyte is a beast at 11.4", it might just hit my Thermochill 120.3 in push/pull.

The Gigabyte looks nice. The Sapphire is a Reference HD7970 PCB an cooler (or at least it looks like). And that really good! I would go for the Gigabyte anyway if you are going to use the stock cooler.
As for why the HD7950 over the GTX660Ti. I don't have a GTX660Ti, so I can't tell how they work while overclocked. But clock for clock the HD7950 is behind the HD7970 for about.. 5 to 10%, or even less than 10. And the HD7970 is comparable to a GTX680 clock for clock. If you get your HD7950 to 1250Mhz, which is doable, there is no better bang for the buck.
