No, really it isnt.

Very few of them will reach 1000 Mhz, most will stop at around 950 Mhz.

It wouldnt do anything. Once the GTX 560 reaches its OC cap, more voltage doesnt increase the OC level.

I have one card that maxes out at 950 Mhz on 1.025v. Increasing the voltage anywhere up to 1.150v doesnt improve the overclock.
