So what usually happens and what you hear about is while researchers and scientists are working on say 45nm and defining the optimal parameters, engineers will be designing the chip with those parameters in mind, with timeline such that the manufacturing process will be ready and up to good-yields by the time the chip is supposed to come to market.
(note: there are a few cases where there is fab "compatibility"... I recall something about like Chartered making Athlon chips.. ie calibrate machines to same standard of "optimal" parameters)

That depends on the public request, whit the energy required to use them and the price on those things, I doubt that they'll create a Gold rush like they did whit the other generations, it's nice to know that they exist and the rich class will clear some stocks but that's all.
A good example from the real world, from the auto domain it's Ferrari and Lamborghini - they represent some of the most powerful cars for Sport, but the price and fuel consumption leave much to desire, not many people rush to buy those cars do they? :)
Ok maybe it's not the best example but it's a good comparison from a simple point a view if you know what I mean ;)
