I will not get into a :banana::banana::banana::banana::banana:ing match with you guys. I know an awful lot about computers however the speed stepping completely blew my mind. This is a messageboard in which people post and communicate to benefit a community. I searched for stepping however did not see anything so that is why I posted it. Witout reading trough the whole of this thread, I had the same problem and this is my solution...
Well i solved it. It wasnt CE1 as that was disabled. It was CPU internal thermal control...
If option was set to Auto Bios would automaticly check Cpu's capability to enable TM or TM2 support. In TM mode Cpu power consumption would be reduced. In TM2 mode Cpu core ratio and VID would be reduced.
I disabled it and now Im back to normal. This wouldnt stop my cpu from burning out if disabled would it?

Seems like cpuz 1.36 fixed Vcore/Corespeed reading with EIST enabled....http://www.cpuid.org/cpuz.php
