Difference was ~8MHz in my case.
In same condition (Corsair XMS2-5400UL, Vdimm=2.42V, Vmch=1.90V) except chipset cooling,
by air -> 472MHz
by water -> 480MHz

Vfsb-mod did almost none, or very very a little.
I could reach 482FSB with Vmch=1.95V, Vfsb=1.50V...
...but I still hope that Vfsb-mod may give +1MHz FSB:)

Vmch = Voltage of Memory Controller Hub, and MCH = North Bridge.
I think that Vfsb is FSB termination voltage...described as VTT in the Pen4 datasheet: Page22

There is also VCCA as voltage relating FSB, but it seems that same voltage is supplied
to VTT and VCCA, at least for P5W-DH and D975XBX.
