The chip you have, like mine is a failed dual core chip that has been labelled a 3700+. It's actually a Toledo core, hence the E6 stepping. Mine is a 0542VPMW, which according to the previous owner did 3.2Ghz under a MachII at 1.65V.
However, I am not even attempting to OC the chip at the moment because of the high ambient temperatures (it's 30 degrees plus in London at the moment) that are causing high CPU temps. During web browsing last night, my chip was at almost 50 degrees!
What you need to do is keep your RAM as close to 200Mhz as you can using the dividers and run tight timings because you are using value RAM.
